Lourdes Aflague “Lou” Leon Guerrero (November 8, 1950) is a Guamanian politician, businesswoman, and nurse currently serving as the 9th Governor of Guam since 2019.
Guerrero was born and raised in Guam. She went to the Academy of Our Lady of Guam High School and, in 1973, earned her bachelor’s in Nursing from California State University. She later earned an MPH from the University of California, Los Angeles, in 1979. She worked as a staff nurse at Santa Monica Hospital in California and became Guam Memorial Hospital’s assistant nursing director in 1980.
In 1994, Guerrero first ran to become a senator in the Guam Legislature. During her first term, she was in the majority and sponsored or co-sponsored 18 public laws. She later won the re-elections and sponsored or co-sponsored six public laws.
In 2007, Guerrero was honored as Guam’s Small Business Administration’s Women in Business Champion. She was also deemed Guam’s 2010 Executive of the Year by Guam Business Magazine. She became director of the BankGuam Holding Company in August 2011 and is also a director at Teleguam Holdings, LLC.
In February 2017, Guerrero officially announced her bid to be the next Governor of Guam. On January 7, 2019, she was inaugurated as the 9th Governor of Guam at the University of Guam Calvo Field House in Mangilao. As governor, she expressed her support for a proposal to raise Guam’s minimum wages. She also signed the war claims bill into law on January 3, 2020, and by February, several Guam World War II survivors received their compensation through the local advance payment system.
