Elizabeth Beckman “Libby” Schaaf (November 12, 1965) is an American politician and Democratic Party member who is the mayor of Oakland, California, since 2015.
Before starting her political career, Libby was an attorney at the law firm of Reed Smith LLP. She co-founded the Oakland Cares, a non-profit organization, and implemented several volunteer community improvement projects spread through the city. As the Marcus Foster Institute program director, she also built and ran the first centralized volunteer program for Oakland public schools.
Libby represented District 4 after being elected to the City Council in 2010, where she fought to raise the minimum wages and voiced her support for Lift Up Oakland. Schaaf also sought to build a safer city and increase government transparency and efficiency.
During her tenure, Oakland has undergone a tremendous economic revitalization and building boom and cut gun violence in half. Her 17K/17K Housing Plan has helped stabilize rents, increase Oakland’s affordable housing production, and decrease evictions. Her innovative public-private partnerships Cabin Communities and Keep Oakland Housed have been applauded for preventing over 1,800 families from losing their homes.
Libby started the Department of Transportation, whose equity-based paving plan is the first of its kind that looks forward to making previously underserved neighborhoods safer while addressing its decades-old infrastructure backlog.
One of Mayor Libby’s most proud achievements is the launching of the Oakland Promise, a bold cradle-to-career initiative to send more low-income Oakland children to college. The initiative gives every baby born into poverty a $500 savings account at birth. The Oakland Promise has managed over 1,400 Oakland students to college with scholarships and mentors to ensure their bright futures.
Libby was born and raised in District 4 in Oakland, where she attended Head-Royce School and Skyline High School. She holds a B.A. in political science from Rollins College and a J.D. from Loyola Law School.
