Dame Susan Dougan (3 March 1955), GCMG OBE, is the Governor-General of Saint Vincent and the Grenadines since 2019. She is a former Chief Education Officer and Cabinet Secretary of Saint Vincent and the Grenadines and is the first female Governor-General of the state.
Dougan was born in Colonarie, Saint Vincent. She holds a science bachelor’s degree in Chemistry from the University of London and an MA degree in Curriculum and Evaluation from Southampton, Hampshire, England.
Dougan’s career began as a non-graduate teacher. She rose through the ranks of her service to Principal of St. Vincent Girls High School from 2001 to 2004 and later served as Chief Education Officer from 2004 to 2009. Dougan also served as Cabinet Secretary from 2009 to 2013.
Dougan has served in several national capacities like the Focal Point for the Commonwealth of Learning for SVG, Focal Point for the Organisation of American States for SVG, and Chief Shelter Manager for SVG.
With over thirty years of public service, Dougan was appointed as the Governor-General’s Deputy in December 2014. She was sworn in as the first female Governor-General of St. Vincent and the Grenadines on 1 August 2019. At the 2010 New Year Honours, Dougan was awarded an OBE for her outstanding education and public administration service. In 2011, she was awarded a Special Commemorative Stamp Issue for the Centennial Celebrations of the St. Vincent Girls High School.
Dougan is a member of Soroptimist International. She is married to Hugh Dougan and is the mother of three children.
